Okay, there is such a thing as a "Notice of Environmental Crime" issued by Shropshire Council. This is what it says:

"The following procedure should be used:

  • Introduce yourself and show your council/police authorisation card.
  • Inform the offender of the offence and that this white slip is a record of an environmental crime they may have committed and will be reported.
  • Request the name and address of the individual (including Date of Birth and Post Code).
  • If the offender provides their name and address, you should ask for some proof of identity and then write their details down onto the fixed penalty notice.
  • Make notes of the incident according to PACE.

Dog Fouling Health risks - some dog's faeces may contain eggs that can transmit the infection Toxocara canis. The worst case of the Toxocara worm can lie dormant in soil for up to 2 years but in all conditions eggs will not hatch for 2 weeks after first deposited. Freshly deposited faeces are not infectious, so it is safe to immediately clear up after a dog. In Shropshire Council areas, bagged dog waste can be deposited in all public litter bins.

Dog Control Order: 1. Failing, without reasonable excuse, to remove dog faeces. 2. Failing to keep a dog on lead when lawfully directed. 3. Failing to comply with an exclusion order of a dog from designated land.

Prosecution and conviction may result in a fine of £1000. Fixed Penalty Notice £75."

Ringway, located in Park Hall and contractors with Shropshire Council, run short courses on the issueing of Notices of Environmental Crime.
